You can't?
English: (This is not translation of Hewal)
There are some rumours spreading rapidly now. According to a Kurdish newspaper Hewal the Kurds and Sunnis have agreed to divide Kirkuk in case of a civil war. The Kurds take Kirkuk and Sunnis add Haweeja to Tikrit. The Sunnis are expecting a Shia-Sunni war and they want Kurds to stay out of it.
But according to the blogger "Iraq the Model" Kurds & Shia's agreed to give Bagdad for Shia and Kerkuk to Kurds. Also the Shia are expecting a Shia-Sunni war and they want Kurds to stay out of it. He accuses the Kurds of fraud.
Also the Turkish newspaper Zaman.com is spreading rumours about the Kurds. According to them "Kurdish migrations spoil the balance," by Kurds who want to add Kirkuk to Kurdistan.
Even though the town is ruled by the “Kirkuk Assembly” composed of the Kurds, Turkmens and Arabs, the Kurds control everything according to Zaman. "The fact that the town governor is of Kurdish origin is the most obvious sign of this. Kurds are placed in the majority of the police organization formed for security. All of the police officers responsible for the pipeline and oil region are chosen from among the Kurds.
At the same time Zaman states "There is no security problem in the Northern region of Iraq under Kurdish rule. The roads are frequently controlled by peshmerges and local police".
"Hundreds of thousands of Turkmens live in Kirkuk, Mosul, Tikrit, and Talafar. A part of the region where the Turkmens live in majority called “Mosul Province” by the Ottoman Empire, passed to the control of the Kurds" according to Zaman. And Saudi Arabia passed to the control of Arabs?? The English said Mosul was Kurdish after WWI, because the majority of the province was Kurdish. But this isn't a matter of concern now.
Maybe this Turkmen majority explains why the Kurdistan Alliance got 51.89% of the votes in Kirkuk and the Turkmen front only got 11.62%! (59716 votes). List 730 also got 20% of the votes in Mosul! And I haven't included other Kurdish parties! (Which maybe is 2% extra more Kurdish votes).
Why do Turkmen and Arabs have problems with Kirkuk under Kurdish control. The future of the town will be determined in 2007. If the roads of Kirkuk are controled by peshmerges and local kurdish police and the oil revenues of Kirkuk are shared with the Iraqis..then what's the problem? You'll have more safety and more investments.
Kurdish parties have stated many times, they don't want the oil. They just want Kirkuk under control of the Kurdish government and safety, stability for Kirkuk. The reason they protect the oil lines is because of that they are almost the only reliable security force near it.
