a question , are Kurd institutes in diffrent countries made and lead by Kurds ?
or it is an organization made by those ocuntries, America, France ...
and it is leaded by their policy ?

oops sorry I thought you said kurd institute in washington said that turkey must kill pkk's leadership.
it is not surprising that they say that. they are americans and they hate northern kurds and they love ataturk.

Kurdish institutes in france and US are led by Kurds and non-Kurds and are neutral and independant from Kurdish parties or foreign policies, with some sympathies for Southern-Kurdistan, all the same. Kurdish institute of Brussels seems nearer to PKK, I don't know for the one in Köln and others.
And the man who wrote the paper is Turkish himself :
Soner Cagaptay is a senior fellow at the Washington Institute for Near East Policy and chair of the Turkey Advanced Area Studies Program at the State Department's Foreign Service Institute.

This is NOT the Washington Kurdish Institute, but rather the Washington Institute for Near East Policy (WINEP), a pro-Israeli "think tank" that agitates on behalf of Israel and against Palestinians, Iran, and anyone else that the Israelis don't like.
Since Turkey and Israel became friendlier several years ago, WINEP has generally been very supportive of Turkey as another non-Arab, Israel-friendly counterweight to the Arabs in the Middle East. Accordingly, it predictably takes a very strong stance against the Kurds of Turkey, and particularly the PKK. (It is friendlier toward the Iraqi Kurds.)
It should not be confused with the Washington Kurdish Institute.
