After 15 hours, just when I thought the aftershocks were finally over

4.5 magnitude earthquake 23 km from Kovancılar, Elazığ
UTC time: Friday, February 17, 2023 15:34 PM

What makes this quake worse, is the fact that it took place in an area which had very little earthquake activity

Venezuelan Rescuers Heroes

On Friday, Venezuelan rescuers who traveled to Türkiye returned to their country after supporting the search for victims caused by the earthquakes that took place on February 6

"For 10 consecutive days, these twenty-seven heroes and heroines carried out search, rescue and rescue operations in the collapsed structures of the city of Adiyaman," the Interior Ministry said about the group of Venezuelan technicians.

They were received with applause at the Simon Bolivar Airport by the Risk Management Vice Minister Carlos Perez, the Vice Minister for Europe Franklin Ramirez, and the Turkish Ambassador to Venezuela Aydan Karamanoglu.

The team sent by the administration of President Nicolas Maduro included doctors and earthquake specialists from the Simon Bolivar Humanitarian Task Force. They traveled accompanied by three rescue-trained dogs.

Cuban doctors are already in Türkiye helping out after the horrible earthquake which has stolen the lives and dreams of thousands.

"With their vocation for service and humanism, they managed to successfully serve the Turkish people," Venezuelan Foreign Affairs Minister Yvan Gil commented.

The Bolivarian revolution also sent 25 firefighters who still remain in Türkiye helping in search and rescue operations in the cities most affected by the 7.8 earthquake that has left over 44,000 dead so far.

On Friday, the operations to rescue survivors culminated in Syria, a country where the authorities will now focus on the collection of rubble and the reconstruction of cities.

84,000 Buildings to Be Demolished

On Friday, Justice Minister Bekir Bozdag announced that the Turkish authorities are investigating 245 people suspected of having criminal responsibilities in the collapse of buildings during the earthquakes that took place on February 6

Currently, 54 citizens are in pretrial detention, 47 people remain "free under judicial control," and 27 citizens have been provisionally detained, according to local outlets.

Most of the detainees are construction businessmen, contractors, architects, engineers, and public inspectors. There are also owners who are being investigated for having made unauthorized modifications to the structures of their buildings.

After concluding a technical inspection in the earthquakes-affected areas, Urban Planning Minister Murat Kurum announced that 84,000 out of 684,000 buildings are seriously damaged or collapsed and must be urgently demolished.

The tweet reads, "It is appalling to see this drone video showing destroyed and damaged buildings in Hatay, a Turkish province affected by the earthquake. Over 35,000 people died."

Social networks denounced that many of the collapsed buildings housed supermarkets or banks on the ground floor, where load-bearing walls had been demolished.

The risk of poor construction in buildings was amplified in 2018, when the Turkish government passed a regulation to legalize dwellings that had been built illegally or lacked certain permits.

The Urbanism Ministry explained that such decision sought to put an end to everyday problems experienced by people who had not been able to access basic services for years because they lived in unauthorized buildings.

Afrin families live in open

JINDRIS, Syria - A large number of people in the Kurdish towns of Jindris and Afrin in northern Syria live on the street or in the deserted areas after their houses collapsed in the recent quakes

More than 4,400 people were killed and another 8,100 injured in northwest Syria in the twin earthquakes that had their epicentres across the border in Turkey.

Some 5,000 people from Jindris and Afrin towns have no place to live.

“We are in a terrible state. What should we do? I have four sons and a daughter. The family who are staying next to us have a child and a sick person,” Nasrin Mohammed told Rudaw.

A camp was established less than a week ago. About 400 families live there and over 400 others are waiting to receive tents.

“My mother, daughter and I live here. We have been sleeping on the ground for four days. The sky is our blanket. Only God is with us. There are no tents and 400 families have not received aid. They always say that the aid will come tomorrow, but we don't know [what will happen],” Hassan Jassim said.

Some residents of Jindris live on the street.

“All of our neighbours live on the streets. We all stay in the streets. No one helps these people,” said Azli Subhi.

The earthquakes collapsed 1250 buildings in Jindris and Afrin.

Alarm for Istanbul

The 7.8-magnitude earthquake that killed tens of thousands across Turkey's southeast has reignited fears of an even more catastrophic death toll if a long-feared one hits Istanbul

Seismologists warn that a massive earthquake is likely to strike Turkey's biggest city - officially home to 16 million people but estimated to hold up to 20 million - by 2030.

The city lies on the northern edge of one of Turkey's main fault lines and is densely packed.

A 7.6-magnitude earthquake with an epicentre on the city's eastern outskirts killed more than 17,000 people in 1999. The number of Istanbulites has roughly doubled since then.

Independent urban scholar Murat Guney said carnage can be avoided if the government has the political will to relocate people from shoddy buildings filling the city's shanty towns.

Guney said Istanbul had an ample supply of vacant properties just recently constructed and strong enough to withstand major jolts.

Procrastination could spell doom, he said

"A major earthquake of up to 7.5 magnitude is expected in Istanbul. Such an earthquake may cause the death of hundreds of thousands of residents while estimates about the number of buildings that will totally collapse or be severely damaged range from 50,000 to 200,000," Guney told AFP.

"Those high-risk buildings, which are mostly squatter style and not resistant to earthquakes needed immediate transformation before they collapse even following a minor earthquake."

Sliver of good news

The February 6 earthquake claimed the lives of more than 38,000 people in southeastern Turkey and nearly 3,700 in neighbouring Syria.

Officials say more than 55,000 buildings were either levelled or damaged beyond repair.

Its impact was felt across a part of Turkey with approximately the same population as Istanbul.

Guney said Istanbul had around 1,166,000 residential buildings.

"Of these, 817,000 buildings (70 percent) were constructed before the 1999 earthquake, when there were no construction inspections regarding resistance to earthquakes," he said.

But there was a sliver of good news: Guney said Istanbul had 150,000 earthquake-resistant properties built after 2008 that still stood empty.

"They either belong to the construction companies that are waiting for customers, or they are the second or third houses of the rich, who do not bother to rent those apartments," Guney said.

"There is even no need for more construction in Istanbul," he said.

"The number of empty buildings is sufficient to move in those who live in the high-risk buildings... However, such a political decision has never been taken by the government."

The 1999 quake prompted the government to impose a special levy that became known as the "earthquake tax".

The money was meant to help make Turkish cities earthquake-proof.

"However, that tax money was not used properly and efficiently," Guney said.

"That special tax money was used to cover other government expenses."

The Turkish government has issued no public breakdown of how that money has been spent.

"So far, the majority of the high-risk buildings were not covered by an urban transformation project," Guney said.

The good news:

Survivor rescued after 278 hours

Rescue workers in Turkey have pulled at least three people from the rubble, over 11 days after they were trapped when an earthquake hit the country

Hakan Yasinoglu had been stuck under a flattened building in the hard-hit Hatay province for 278 hours when workers reached him on Friday.

Teenager Osman Halebiye and Mustafa Avci, 34, were also saved in Antakya.

"I had completely lost all hope. This is a true miracle," Mr Avci's father told Reuters news agency.

"I thought nobody could be saved alive from there," he added. Mr Avci's daughter was just a few hours old when the quake struck, and as he was loaded onto a stretcher by paramedics he was connected with his child via video call.

His wife, Bilge Avci, managed to avoid the earthquake's devastation and escaped with their child - but Mr Avci got trapped under the rubble, according to local media. Mr and Mrs Avci - and baby Almile - were reunited late on Friday at a hospital in the southern city of Mersin.

Baby Almile's family reunited after her father was trapped under a building for 11 days

The latest rescues come as the death toll caused by the 7.8 magnitude earthquake in Turkey and Syria passed 41,000 - a figure which is expected to rise dramatically.

As time passes, officials are less optimistic that they can continue to rescue people trapped beneath the rubble. This is partly due to limits on how long the human body can survive without water, and experts say most rescues occur within the first 24 hours of a disaster.

The reality was reflected as Mr Yasinoglu, in his 40s, was taken from the ruins of a building to a waiting ambulance. Unlike previous rescues which saw search teams celebrating, the mood on the ground was subdued and sombre, AFP news agency reported.

Meanwhile, around the world, Muslims have performed absentee funeral prayers for the many who were unable to receive full burial rites.

The UN has launched an appeal for over $1bn (£830m) to fund the Turkish relief operation, and another $400m (£332m) for Syrians. Aid groups say survivors will need months of help to rebuild their lives.

The Turkish government has also faced criticism over its handling of the disaster, and some have questioned the state's preparation for such a tragedy.

But while President Recep Tayyip Erdogan has conceded that the emergency response to the disaster was slow in places, he has urged Turks not to listen to those whom he accuses of politicising a tragedy.

Neighbouring Syria's death toll has not changed for several days. Most of the casualties have been reported in the opposition-held north-west, where aid has been slow to arrive.

This latest earthquake / aftershock, being so close to the surface (only 5km most quakes are more than twice that distance from the surface), is definitely strong enough to bring down already weakened buildings and would have been felt by people in the vicinity. I cannot begin imagine how much fear local people must be feeling right now

Queues form for food

GAZIANTEP, Turkey - Earthquake victims and survivors in Turkey’s Gaziantep form queues to receive their portions of food and aid

Gulitan Aslan is among the many of those waiting for his share which he then takes to the tent of his son and daughter-in-law, instead of keeping it for himself.

“If we had nothing, bread, onions, or anything else, we would not compromise. We lived in the car for three days and had nothing to eat,” Aslan told Rudaw.

On November 14, around 27 trucks full of aid and food donated by the people of the Kurdistan Region arrived in Gaziantep’s Islahiye. The sleepless teams of the Joint Crisis Coordination Center (JCC) voluntarily distributed aid to the victims of the earthquake.

“The Kurdish nation has a very good message, a message of peace, a message of coexistence,” Niwar Badia’, Director of the Joint Crisis Coordination Center in the Ministry of Interior of the Kurdistan Region, said.

Barzani Charity Foundation (BCF) teams have brought lunch to 1,000 people in an Islahiya neighborhood.

The Kurdistan Regional Government Civil Defense teams have saved the lives of two people and recovered 184 bodies in collaboration with Disaster and Emergency Management Presidency (AFAD).

Erbil's emergency teams rescued a woman under the rubble of buildings and then attended to her wounds.

“We do not care what language, nationality, religion, you follow. Our work is humanitarian work, wherever necessary, we really believe that we must be present,” Rizgar Abdulrazaq, Erbil's emergency line 122’s team leader, said.

After the earthquake in Turkey on November 6, the Kurdistan Region was among the first countries to extend aid to Turkey by sending 184 people in different roles and jobs to help the affected people.
