The future air force of Kurdistan has to operate within the constraints of its geography, limited technical capabilities and the need for rapidly building up capability.
I would suggest that the Kurdish airforce would consist of the Following.
1st Fighter Squadron - SU-35MK "premier" fighter squadron operating out of a new small airfield in bradost mountain or its environs with the airfield being carved out of the mountains and 80% of the runway inside the mountain.
2nd Fighter Squadron - JF17 fighter / attack aircraft operating out of Erbil International Airport (but during war time operating out of dispersal sites)
3rd Fighter Squadron - JF17 Fighter / Attack aircraft operating out of Sulaymania international airport (but during war time operating out of dispersal sites)
4th Attack Squadron - SU25/39 type aircraft operating out of Erbil International Airport (but during wartime operating out of dispersal sites)
5th Light Attack and Air Reconnaissance squadron - operating S-314 Super Tucanos operating out of Sulaymania International Airport (but during war time operating out of dispersal fields)
6th - Composite Transport Squadron - operating 6x C-130J aircraft and 6xC-295 transport aircraft out of Erbil International Airport.
7th - Electronic Warfare squadron - operating a mix of ISR, ELINT and AEW aircraft.
8th - Advanced Training Squadron - with M346 Aircraft out of Sulaymania Airport "Kurdistan Air Academy"
9th - Intermediate training squadron - with S312 Tucanos out of Sulaymania Airport "Kurdistan Air Academy"
10th - Basic training squadron - with Cessnas and light aircraft out of Sulaymania Airport "Kurdistan Air Academy"
11th - SAR and VIP squadron - with Transport helicopters (EC-225s, EH-101s etc...) Out of Erbil International Airport with SAR detachments at each Air Base.
In order to build a force sufficient to defend Kurdistan, I had to sacrifice a few things:
-No "very expensive" aircraft for most squadrons.
-No large number of expensive air bases
But without sacrificing capability.
The aircraft (like JF17) although they are not as shiny as a F/A18 or F15, they can Carry SD-10A air to air missiles which are equivelant to an AIM-120C5 standard missile. So they can "match" anything in the Turkish, Iranian or Iraqi arsenal.
The JF17s can operate from dispersal fields unlike US aircraft. For Kurdistan this means that Having 2 "Main Operating Bases" (Erbil and Sulaymania) which have already been paid for.
Saving that money - Kurdistan can build one small "superbase" for its "premier" squadron, carved out of the mountain - and furthest away from all bordering states (to give them some time to alert and take off in case of air attack.
