On August 4, 2005, JINSA convened a panel of experts to discuss what role the U.S. can and should play in the battle against the resurgent Kurdish terrorist organization known as the PKK (Partiya Karkerên Kurdistan). Taking place at JINSA’s Washington, D.C. offices, the panel also considered America’s role in support of Turkey’s battle against the PKK within its own borders. The timing of the JINSA panel discussion importantly coincided with the second trilateral meeting to discuss the PKK held between Turkish, American and Iraqi officials this week in Washington D.C.

The panel, moderated by Alan Makovsky (House International Relations Committee; former Director, Turkish Research Program at the Washington Institute for Near East Policy), was comprised of Michael Rubin (American Enterprise Institute; former Political Adviser, Coalition Provisional Authority in Baghdad) and Rear Admiral John Sigler, USN (ret.) (participant of the 2004 JINSA Flag & General Officers Trip to Turkey; former Plans and Policy Officer for the United States Central Command).
JINSA’s Executive Director, Tom Neumann, welcomed the guests and reiterated JINSA’s long-standing view that the PKK is a terrorist organization, no different than al-Qaeda, Hamas or Hizballah.
The panelists concurred that the U.S. must take action against the PKK for both strategic and moral reasons. While R. Adm. Sigler focused on the military aspects of actions taken against the PKK, Dr. Rubin discussed the political and strategic implications of these policies within the context of the global war on terrorism.
